In September 1990, the most dramatic event of the wave of official violence took place: in the community of Chillutira, a DOES raid culminated in the disappearance of several community leaders who were later found dead, among them Dionisio Cantani Hancco, secretary general of the Orurillo district federation. The first reports of disappearances were followed by fears that Puno would become another Ayacucho.
