Second stage of military counter-subversive battle in Alto Huallaga

Second phase of the counter-subversive military battle (August 1990 - July 1992) focused on recovering zones liberated by the PCP-SL in Alto Huallaga. A change of strategy was implemented that prioritized intelligence work, better treatment of the civilian population and the establishment of Development Committees.

The second stage of the counter-subversive military battle took place from August 1990 to July 31, 1992 in Alto Huallaga. This phase was based on recovering the zones liberated by the PCP-Sendero Luminoso. Starting in 1991, a change in counter-subversive strategy was implemented, which improved the image of the armed forces in the emergency zones. Military actions changed: there were no more surprise operations or forcing the population to inform on Shining Path commanders; instead, emphasis was placed on better treatment of the civilian population and on effective intelligence work. The strategy included the establishment of Development Committees instead of Self-Defense Committees, thus curbing the expansion and mobility capacity of the PCP-SL in the region.
