Foundation of the La Estrella/Raucana Human Settlement
Founding of the 'La Estrella' Human Settlement, later renamed 'Félix Jorge Raucana', on July 28, 1990, with a strong presence and attempted control by the PCP-SL until the installation of a military base in September 1991.
On July 28, 1990, coinciding with the national anniversary and the date of the change of government, the Human Settlement was founded under the name of 'La Estrella'. Since its foundation, the PCP-SL tried to direct the destiny of the settlement, which was finally baptized as 'Felix Jorge Raucana' in memory of one of the residents killed during the attempted police eviction. El Diario wrote on August 29, 1991 that the Raucana Settlement was one of its 'Open Popular Committees', an enclave model that could later be extended to the entire metropolis. The PCP-SL considered this settlement as a base committee of the Movimiento Clasista Barrial. This organization of daily life in Raucana lasted until September 6, 1991, when the Army installed a military base that remained in place until 2000, militarizing and socially controlling the daily life of the population, leaving serious consequences as a result of the repression suffered by the inhabitants.
