Leaders of the Glass of Milk grassroots organizations, mothers' clubs and soup kitchens made a dramatic appeal to President Alberto Fujimori Fujimori to immediately implement the Social Compensation Program. This call came in a context of economic and social crisis, where grassroots organizations expressed the urgent need to implement social support measures. The Social Compensation Program had been established by Legislative Decree 531 in September 1989, financed by a one-time extraordinary contribution also destined to the anti-subversive struggle.
