I Regional Congress of Rondas in Bellavista

Congress organized by the Army in July 1990 with the participation of rondero delegates from various valleys of Junin and Pasco to discuss counter-subversive strategy and order the organization of rondas in communities that did not have them, under threat of being considered 'red zones'.

In mid-July 1990, at the end of Alan Garcia's administration, General Delgado Rojas, Political and Military Chief of the Junin emergency zone, organized the First Regional Congress of Rondas in Bellavista, district of Jarpa, in the province of Chupaca. The congress was attended by rondero delegates from the valleys of Cunas, Tulumayo, Pichis and Palcazu, the latter two located in the department of Pasco. The congress dealt with issues related to the counter-subversive strategy and the role assigned to the peasant patrols as counter-subversive forces. The meeting was propitious for the Army to order the ronderos to organize counter-subversive patrols in those communities where there were none, warning them that if some communities resisted, they would be considered by the military as 'red zones', subject to the consequences that this implied.
