On June 15, 1990, PCP-Sendero Luminoso militants assassinated the governor of the district of La Merced in Churcampa, Huancavelica. This assassination was part of a series of selective executions carried out by the PCP-SL against local authorities and alleged collaborators of the military forces in the area. The governor was accused of collaborating with the military, the same accusation under which other villagers had been killed in the same district in February and April of that year. This crime took place in the context of the PCP-SL's national offensive in 1990, which significantly increased violence in the provinces of Tayacaja and Churcampa.
