Fourth organizational meeting of peasant patrols held in Shicuy where the First Central Committee of the Peasant Patrols of Alto and Bajo Cunas was formed. The meeting was presided over by Félix Damián Huaynalaya and marked the consolidation of the anti-subversive organization in the area.
The fourth meeting for the organization of peasant patrols was held in Shicuy, an annex where the PCP-SL had formed a Popular Committee since 1987. At this meeting, the First Central Committee of the Rondas Campesinas del Alto and Bajo Cunas was formed, under the presidency of Félix Damián Huaynalaya. The Central Committee was subsequently sworn in before Colonel EP Espinoza in the stadium of the Accac Bellavista annex on July 15, 1990. This meeting represented a significant turning point, as it was held in a place that had been almost the point of greatest Shining Path control in the area.
