In June 1990, police raided the Organizational Support Department (DAO) of the PCP-SL, which operated in Monterrico Norte, a military residential area in Lima. The DAO was responsible for drafting the party's directives that went to the central committees and apparatuses. The property was in charge of lawyer Elvia Nila Zanabria Pacheco, a member of the Central Committee of the PCP-SL. As a result of the raid, documents were seized that revealed the true presence of the Shining Path General Staff in Lima and led to the arrest of operational members of the Special Working Group (GTE) and the Party Support Group (GAP). In addition, it was discovered that the First Party Congress of the PCP-SL had been held in this building during three sessions.
