On April 22, 1990, the Third Summit of Presidents of the Andean Group was held in Peru. During this summit, President Alan García Pérez demanded that the U.S. government comply with the agreements of the Cartagena anti-drug meeting held in February of the same year. This event took place in the context of the Peruvian presidential elections and the intensification of political violence in the country.
