Seven-point compromise signed between PCP-SL and drug traffickers

Signing of a seven-point agreement between the PCP-SL and drug traffickers that legalized Sendero Luminoso as the sole controller of the drug market and established rules on prices, weight, negotiations and use of airports in the region.

On April 9, 1990, a "more organic and integral" compromise was signed between the PCP-SL and the drug trafficking firms in Uchiza. This agreement established seven fundamental points: (1) price, (2) weight, (3) direct negotiation, (4) intermediaries, (5) agreements and norms, (6) delegations, and (7) sanctions. Point 4 of the agreement legalized the PCP-SL as the market controller and sole interlocutor with the firms, also regulating the control and use of airports and setting exchange rate guidelines in Uchiza, Huánuco, San Martín and Ucayali. This agreement formalized the conditions to which the companies had to adhere in order to continue participating in the drug market under Shining Path control.
