In April 1990, the Peruvian Army installed a military base in the Misquipata annex, San Juan de Jarpa district. This military installation was part of the counter-subversive strategy in the area of Alto and Bajo Cunas, where the PCP-SL had established popular committees since 1987. The presence of the military base prompted all the annexes in the area to organize themselves as peasant patrols to combat subversion. The Misquipata military base became a center of coordination with the local peasant patrols, although there were also cases of detentions and torture of ronderos by military personnel.
