In March 1990, the Special Intelligence Group (GEIN) was formed within the DIRCOTE (Directorate against Terrorism) with the explicit objective of capturing the leadership of the PCP-Sendero Luminoso. This specialized police intelligence group was created at a critical moment in the internal armed conflict, when Metropolitan Lima had become the priority scenario for the subversive struggle. The GEIN would be fundamental in the intelligence operations that would culminate in the capture of Abimael Guzmán and the Shining Path leadership in September 1992. According to Benedicto Jiménez, one of the founders of the GEIN, the group carried out important police interventions between 1990 and 1993 that made it possible to seize Shining Path documents that revealed their strategy.
