This incident occurred in the context of the denunciations that the Izquierda Unida deputy had been making about paramilitary groups and his request to the UN Human Rights Commission to censure the Minister of the Interior for his probable links with the Rodrigo Franco Command. The case evidenced the existence of espionage and identity theft operations against political opponents during the APRA government.
