This stage was part of a change in the counter-subversive strategy of the Peruvian Army against the PCP-Sendero Luminoso. The period was characterized by military operations aimed at combating the Shining Path presence that had managed to establish control over large areas of the region, particularly in the Cuchara and Primavera pockets. This first phase preceded later, more intensive stages of territorial recovery that would last until 1995.
