In 1990, with the support of the Prelatural Office of Social Action of Moyobamba (OPASM), the Shapaja peasant patrol was legally established. This institutionalization process was part of a broader pacification strategy promoted by the Catholic Church in the San Martin region. OPASM had been created in 1988 to assist victims of political violence and promote alternative responses to pacification. The legalization of the Shapaja round represented an important milestone in the consolidation of peasant self-defense organizations in the department, which would later serve as a model for other communities.
