In 1990, the MRTA established the Bajo Huallaga military detachment as part of its organizational structure in the Northeastern Front. This detachment had as its area of influence the province of San Martin. It was part of a system of eight zones controlled by MRTA in the department of San Martin, each with its own military detachment. The establishment of this detachment was part of the expansion of the theater of operations and the decentralization of the Tupacamarista Army (ET), which allowed the MRTA to maintain greater control over the actions and discipline of the combatants, as well as to evade the offensive of the Armed Forces and the police.
