In 1990, the MRTA set up the Alto Mayo military detachment as part of its organizational structure in the Northeastern Front. This detachment, called Wenceslao Saboya, had as its area of influence the provinces of Moyobamba and Rioja in the department of San Martin. It was part of the eight zones controlled by the MRTA, as a result of the expansion of the theater of operations and the decentralization of the Tupacamarista Army. The creation of these zones and sub-zones allowed the MRTA to maintain greater control over military actions, evade the offensive of the Armed Forces and police, and prolong the armed confrontations in the region.
