In 1990, the PCP-SL committed selective assassinations in the colonist communities of Unión, Santa Isabel, Dos de Mayo and San Francisco de Cubaro in the province of Satipo. These assassinations were part of the terror strategy implemented by the Shining Path to control a large part of the province. The selective assassinations were directed against authorities and settlers who had begun to organize themselves into peasant patrols. In the settler community of Monterrico, the PCP-SL carried out a first massacre during this same period. After the killing of fifteen ronderos in Dos de Mayo, the conditions of insecurity became intolerable for the population.
