By 1990, the PCP-SL managed to control a large part of the province of Satipo through a strategy of terror that included forced recruitment, indoctrination and selective assassinations. This territorial control represented one of the moments of greatest Shining Path expansion in the central jungle.
Between 1989 and 1990, the PCP-SL intensified its actions in the province of Satipo through the forced recruitment of young people and children, the clandestine indoctrination of leaders and authorities of settler communities, and the selective assassination of settlers. Due to its strategy of systematic terror, by 1990 the PCP-SL managed to control a large part of the province of Satipo. This control was exercised both in the cities and in the rural areas near the highway. The territorial control of the PCP-SL in Satipo represented one of the greatest moments of expansion of this subversive organization in the Central Peruvian jungle.
