Felipe Santiago Salaverry, former President of the Peruvian Social Security Institute (IPSS), was assassinated by the PCP-Sendero Luminoso in 1990. This assassination was part of a broader strategy of the PCP-SL to multiply the assassinations of officials linked to the APRA government of Alan Garcia. The crime occurred on the eve of the 1990 presidential elections, in a context where the PCP-SL was increasing its violent actions in the capital. This type of selective assassination against authorities and state officials was characteristic of the period of escalating violence that Lima experienced between 1989 and 1992.
