Removal of police posts in Huambalpa, Carhuanca and Vischongo

In 1990, police posts were withdrawn from the districts of Huambalpa, Carhuanca and Vischongo in Ayacucho. This withdrawal of law enforcement left a power vacuum in these villages. Immediately after the police withdrawal, the subversive columns of the PCP-Sendero Luminoso took advantage of the situation to organize incursions into these unprotected villages. This event is part of the context of the final withdrawal from the rural highlands during the period of extreme crisis of the internal armed conflict.
