On December 15, 1989, in the district of Moya, province of Huancavelica, militants of the PCP-Sendero Luminoso murdered a teacher and a justice of the peace. This event took place in the context of the 1989-1990 Shining Path offensive, when the PCP-SL claimed to be close to a 'strategic balance' of forces with the State. The assassinations were part of the strategy of eliminating local authorities and people considered contrary to the subversive cause. The province of Huancavelica experienced a significant upsurge in violence in 1989 and 1990, with 96 and 97 deaths respectively out of the 512 violent deaths registered in the whole area during the period of the conflict.
