Meeting between PCP-SL and drug traffickers in the hamlet of Pampayacu
Meeting convened by PCP-SL commander 'Liborio' with drug trafficker 'Vaticano' in the hamlet of Pampayacu at the end of December 1989. It was part of the negotiations between the PCP-SL and the drug traffickers to establish operating conditions in the area.
At the end of December 1989, drug trafficker Demetrio Peñaherrera 'Vaticano' was summoned by a PCP-SL commander known as 'Liborio' to a meeting in the hamlet of Pampayacu. This meeting was part of a series of meetings between the PCP-SL and drug trafficking firms in the Uchiza area. Vaticano had been paying tuition for six months in 1989 and collaborating with medicines, sweaters, boots and the loan of vehicles, although he denied having provided arms, explosives or ammunition. The meeting in Pampayacu took place after a previous meeting in Bombonaje where comrade 'Mancini' had possibly agreed on the first document stipulating the conditions to which the firms would have to adhere in order to continue participating in the drug market.
