Meeting of villagers in Talhuis

At the end of December 1989, residents of communities in Tulumayo met in Talhuis to decide to rise up against the Shining Path, tired of abuses, hunger and death threats. They sought military help to put an end to the insurgency in the area.

At the end of December 1989, villagers from communities in Tulumayo gathered in Talhuis, tired of Shining Path abuses, harassed by hunger and death threats. This meeting was motivated by the death of Runatullo villagers in October of that year, who had been murdered for opposing the Shining Path party. The villagers decided to revolt and wipe out the insurgents, seeking military assistance to combat subversion in Tulumayo. The military was initially incredulous of the request for help, considering Tulumayo as a 'red zone' controlled by the PCP-SL.
