Proclamation of Ricardo Belmont as Mayor of Lima

Ricardo Belmont Casinelli was officially proclaimed mayor of Lima on November 29, 1989 by the JNE, after obtaining 45.14% of the votes as an independent candidate. His victory marked a milestone by defeating the candidates of the traditional political parties.

Ricardo Belmont Casinelli was officially proclaimed mayor of Lima by the National Jury of Elections (JNE) on November 29, 1989. Belmont, independent candidate of the Obras group, obtained 45.14% of the votes in the municipal elections. His victory was resounding, far surpassing the second place candidate, Juan Inchaústegui of FREDEMO, who obtained 26.79%. The candidates of Izquierda Unida (Henry Pease) and PAP (Mercedes Cabanillas) were practically tied in third and fourth place with 11.54% and 11.53% respectively.
