On November 22, 1989, the MRTA took the town of Pacaypasa as part of its military actions in the department of San Martin. This action was part of the reconstruction process of the Northeastern Front (FNO) of the MRTA, which had been dismantled after the repression by the Peruvian Army between December 1987 and February 1988. The takeover of Pacaypasa was one of several incursions carried out by the MRTA during 1989 to demonstrate its active presence in the region. This action was part of a series of operations that also included incursions in Pilluana, Shapaja, San José de Sisa, Peleje and Papaplaya during that year.
