In November 1989, municipal elections were held in the central region of Peru, in a context of intense political violence. The Armed and Police Forces guaranteed that these elections would be held in almost all voting centers in the region, despite the active presence of the PCP-SL and the MRTA in the area. These elections were followed by the presidential elections in April and June 1990, which also had security guarantees from the forces of law and order.
