The Third Meeting of Presidents of the Mechanism for Consultation and Political Coordination of the Group of Eight was held in Ica. Presidents José Sarney Ribamar (Brazil), Carlos Andrés Pérez Rodríguez (Venezuela), Julio María Sanguinetti Coirolo (Uruguay), Virgilio Barco Vargas (Colombia) and Carlos Menem (Argentina) attended. No agreement was reached on the foreign debt problem. This meeting took place in the context of the municipal election campaign, which was marred by the assassinations of mayors and mayoral candidates in different parts of the country.
