In October 1989, the PCP-Sendero Luminoso killed 12 people in the town of Huayllay, district of Luricocha, province of Huanta. This event took place in the context of the intensification of the internal armed conflict between 1988-1991, a period in which the PCP-SL launched a new offensive after declaring the transition to the "strategic balance" stage. The peasant patrols lived a second experience of sustained confrontations between 1989 and 1990, years that coincided with bad harvests due to weather conditions, accentuating the rejection of the PCP-SL columns.
