Massive resignation of authorities in Azángaro due to Shining Path threats

Santiago Aragón, a PUM militant who is taking over the mayor's office in Azángaro from Marcelino Pachari, declares that in many communities the authorities have resigned for fear of being assassinated by the Shining Path. Azángaro was one of the FDCP's strongest bases, but in the last few months, this level of organization has been weakened. In 1989, less than 20 lieutenant governors paraded, when before they used to parade up to 90. Almost three quarters of them have resigned due to threats.
