Murder of Mayor Juan Pando Prado and Isaac Salvatierra in Ccaccamarca

In September 1989, the PCP-SL assassinated Mayor Juan Pando Prado and Isaac Salvatierra in Ccaccamarca, Ocros district. This was part of the Shining Path's strategy to eliminate local authorities in the Huamanga region. The assassination occurred in the same month in which the PCP-SL also executed the provincial mayor of Huamanga, Fermín Azparrent Taipe, evidencing a systematic campaign against municipal authorities. These selective assassinations were aimed at destroying the existing system of local authorities and facilitating the installation of the so-called "Popular Committees" of the PCP-SL.
