The provincial mayor of Huamanga, Fermín Azparrent Taipe, was fatally shot by the PCP-Sendero Luminoso in September 1989. This assassination took place in a context of intensifying internal armed conflict between 1988 and 1991, when both intelligence agents and PCP-SL groups carried out selective assassinations in the city. The attack against Azparrent was part of the Shining Path's strategy to eliminate local authorities and state representatives. This crime occurred in the same period in which the PCP-SL also assassinated other officials such as lawyer Marcial Capeletti in May 1989.
