The provincial mayor of Huamanga, Fermín Asparrent, was assassinated by the Shining Path PCP in September 1989. This crime was one of the most important in the city of Huamanga during the period of intense urban violence. The assassination occurred in a context of growing PCP-SL activity in the city, especially between the end of 1989 and the beginning of 1990, coinciding with the national elections that gave special visibility to urban armed actions. Shortly after Asparrent's assassination, the mayor of Ocros was also assassinated.
