Previously, in 1986, the same "comrade Hernán" had called the villagers of Rahui to a meeting in the local school, where he ordered the resignation of all the authorities who served the government and threatened to kill those who denounced, stating that 'the party has a thousand eyes and a thousand ears'. Comrade Hernan" had also carried out similar actions in the neighboring village of Ganish, where he appointed local representatives and demanded obedience from the population.
