On May 21, 1989, the PCP-SL attacked the Waqrani Rural Education Institute, an educational center run by the South Andean Catholic Church. This attack was part of the violent actions of the subversive group in the southern Andean region of the country. Days after the attack, on May 25, the vicariates of Puno, Juliaca, Ayaviri and Sicuani issued a statement expressing their condemnation and rejection of the coercion, authoritarianism and destruction that characterized the actions of the PCP-SL. Church authorities expressed their concern about the subversive group's interest in turning Puno into a new Ayacucho, in reference to the intense violence affecting that region.
