On the night of May 21, 1989, a column of the Shining Path PCP destroyed the facilities of the Waqrani Rural Education Institute (IER), located on the outskirts of Ayaviri. This attack was part of a series of violent actions carried out by the PCP-SL in Puno during May 1989. Two days earlier, on May 19, the same group had assassinated the provincial mayor of Azángaro, Marcelino Pachari Roselló. Between January and July 1989, the PCP-SL caused 23 casualties in the police forces and assassinated 14 authorities in the region.
