Between May 13 and 25, 1989, the main column of the PCP-Sendero Luminoso began a military campaign in the provinces of Azángaro and Melgar, in the department of Puno. This campaign was part of the PCP-SL's expansion strategy in the high provinces of the southern Andes, in a context where the subversive group sought to consolidate its presence in rural areas. The campaign took place during a period of intensification of the internal armed conflict in the region, when the counter-subversive forces were beginning to establish bases and organize self-defense committees. This period marked one of the highest moments of violence in the southern Andean region, reaching its peak in 1989 with 230 reported deaths.
