Antenógenes Haro Cruz expanded his complaint, pointing to the President of CORDE Ancash, the Mayor of the Provincial Council of Huaraz and some members of the Civil Guard as the perpetrators of the kidnapping of his brother and César Mautino. At the same time, Pía Sabina Camones de Mautino, César Mautino's mother, filed a similar complaint before the National Prosecutor's Office, which was sent to the Senior Prosecutor of Ancash and referred to the provincial prosecutor on June 14, 1989.
