President Alan Garcia Perez, accompanied by the Minister of Defense General EP Enrique Lopez Albújar Trint and the head of the Joint Command General EP Artemio Palomino Toledo, presented in Uchiza General EP Alberto Arciniega Huby as political-military chief of Huallaga. This appointment took place in a context of intense subversive activity in the Upper Huallaga area, particularly after the PCP-SL attack on the Uchiza police post on March 27, 1989, where 10 policemen were killed with the support of the people and local drug traffickers.
