Armando Villanueva del Campo resigned from the cabinet in May 1989. His resignation took place in a context of worsening economic and political crisis, as well as an intensification of subversive violence. During his tenure as Prime Minister and Minister of the Interior, Villanueva had announced a policy of a "hard hand against terrorists" and had sent messages about the anti-subversive struggle. After his resignation, he was replaced by Luis Alberto Sanchez Sanchez as Prime Minister, while Agustin Mantilla Campos took over as Minister of the Interior.
