Luis Alberto Sanchez Sanchez took office as Prime Minister in May 1989, replacing Armando Villanueva del Campo in the midst of a deep economic and political crisis. Agustín Mantilla Campos was simultaneously appointed as Minister of the Interior.

Luis Alberto Sánchez Sánchez was appointed Prime Minister of Peru in May 1989, replacing Armando Villanueva del Campo who resigned from the post. This cabinet reshuffle took place in a context of severe economic and political crisis, as well as intensifying subversive violence. Along with Sanchez, Agustin Mantilla Campos was appointed as Minister of the Interior. The new cabinet also included General EP (r) Julio Velásquez Giacarini as head of Defense. This ministerial change occurred after Villanueva's cabinet was questioned before the Chamber of Deputies in April, where he had to respond on the economic crisis and subversion issues, particularly the Uchiza case.
