En julio de 1999, se discutió el retiro del Perú del mandato contencioso de la Corte Interamericana de Derechos Humanos. Según documentos citados, esta decisión ocasionaría mayor inseguridad jurídica para la sociedad al quedar desprotegidos los ciudadanos de la competencia de un tribunal internacional que velara por el respeto a sus derechos fundamentales.
