Declaration of the Upper Huallaga as an Emergency Area
After the second PCP-SL attack on Uchiza on March 17, 1989 and the massacre of policemen, the government again declared the Upper Huallaga as an Emergency Zone, giving the army maximum authority over the region.
Following the second PCP-SL attack on the town of Uchiza on March 17, 1989 and the resulting massacre of police officers, the government was forced to take drastic measures. This event was humiliating for the police institution and created a very uncomfortable situation for the Aprista government, which could not convincingly explain why the order to send reinforcements was not given in time. The repercussions of the attack at the national level led to the re-declaration of the Alto Huallaga as an Emergency Zone, giving the army maximum authority over the region. As a consequence, the political-military headquarters was installed in Uchiza under the command of General Alberto Arciniegas Huby.
