The PCP-SL called a one-week general strike in Ayacucho starting on February 18, 1989, which was observed during the first days. This action was part of the strategy of territorial control and demonstration of power of the subversive group in the region.

On February 18, 1989, the PCP-SL (Communist Party of Peru - Shining Path) called for a one-week general strike in the department of Ayacucho. According to the report, the strike was carried out during the first days of the called week. This type of armed strike was a frequent tactic used by the PCP-SL to demonstrate its territorial control and ability to paralyze daily life in the areas where it operated. The event occurred in a context of intensifying political violence in Ayacucho, where days later the departmental secretary general of the Aprista Youth was also assassinated.
