On February 8, 1989, seven people were shot and wounded during street demonstrations as part of a strike by state workers over salary demands. The workers were also protesting against the disappearance of customs leader Óscar Delgado Vera, who had been detained and allegedly disappeared by the National Police two and a half months earlier. This incident was part of a series of violations of freedom of association documented by the CGTP during 1989. The demonstrations were repressed with firearms, resulting in multiple injuries.
