Victor Polay Campos, leader and military chief of the Tupac Amaru Revolutionary Movement (MRTA), was captured in February 1989 at the Tourist Hotel in Huancayo. This capture represented a hard blow for the emerretist organization in the central region of Peru. Polay Campos' arrest occurred in a context of intensified counter-subversive operations in Junín. This event was one of several important setbacks suffered by the MRTA in 1989, which clearly decimated its political and military capacity in the region.
