Victor Polay Campos, leader and military chief of the Tupac Amaru Revolutionary Movement (MRTA), was captured in the Huancayo Tourist Hotel in February 1989. This capture represented a hard blow to the emerretist organization in the region. Polay Campos' arrest occurred in the context of a series of setbacks suffered by the MRTA at the hands of counter-subversive forces during 1989, which clearly decimated its political and military capacity in the central region. This was one of the first significant blows the MRTA received that year, prior to the Molinos confrontation in Jauja.
