Meeting between President Alan García Pérez and Luis Alva Castro, secretary general of the PAP and political rival of the president, to discuss relations between the government and the APRA party in a context of political crisis.

President Alan Garcia Perez and Luis Alva Castro, secretary general of the PAP, met to discuss the relations that should exist between the government and the APRA party. This meeting took place in a context of political tension, just three weeks after Alva Castro was elected as the new secretary general of the PAP in the Aprista Congress of December 1988. Alva Castro was considered a public rival of President Garcia. The meeting sought to define the institutional links between the Aprista government and the party leadership in the midst of the political and economic crisis the country was going through.
